Justice Department Tries to Restrict
Interview with Michael Ratner,
The U.S. Supreme Court on April 30 declined to hear an appeal brought by two prisoners held at the U.S. Detention Center at Guantanamo Bay, Cuba. The prisoners, Yemeni national Salim Ahmed Hamdan and Canadian citizen Omar Khadr, were challenging the legitimacy of their scheduled court proceedings under the Military Commissions Act. The Court left open the possibility that they may be willing to hear challenges after the men are tried in the military tribunal, branded by many human rights advocates as no better than a kangaroo court. In another development related to the Guantanamo detainees, the Bush administration is proposing new rules that would restrict attorneys access to their clients held as enemy combatants in the facility. The Justice Department is asking the U.S. Court of Appeals for the District of Columbia Circuit to limit the number of lawyer visits allowed to three after an initial meeting, and impose more severe censorship on client-attorney mail communications and conversations. Between The Lines' Scott Harris spoke with Michael Ratner, president of the Center for Constitutional Rights, who explains the effect of restricting lawyer access to their clients at Guantanamo, and the significance of the recent Supreme Court decision rejecting the appeal by Hamdan and Khadr. The 2008 presidential election campaign is gearing up early, with a bumper crop of Republican and Democratic candidates already raising millions of dollars for their run for the White House. All eight Democratic candidates gathered in South Carolina on April 26 for their first debate. Ten of the declared GOP candidates will hold their first debate on May 3 at the Ronald Reagan Presidential Library in California. While Republicans usually have an advantage on raising campaign cash from their well-heeled allies in big business, early in this year's race Democrats maintained a lead in fundraising. Public opinion polls indicate that on the big issues of the campaign, voters find themselves more in agreement with Democrats. A late April survey conducted by Rasmussen found 57 percent of likely voters either want to bring home the troops from Iraq immediately or have a firm timetable for withdrawal. In the showdown over the Iraq funding bill, most Americans favor the legislation passed by Congress. Fifty-two percent opposed the president's veto of the Democrat's war spending bill. And only 33 percent of voters believe history will judge the U.S. mission in Iraq a success. Progressive activists with an eye on the presidential campaign will be gathering for the "Take Back America" conference in Washington, D.C. on June 18. Convened by the group, Campaign for America's Future, the conference will feature speeches from Democratic candidates and hold discussions on key domestic and foreign policy issues. Between The Lines' Scott Harris spoke with Roger Hickey, co-director of the Campaign for America's Future, who explains why he believes that the failure of conservative ideas over the past several decades, should be the centerpiece of the 2008 presidential campaign. Report Reveals High Rate of Violence

A report on violence against women released in late April by Amnesty International USA revealed a much higher level of violence against Native-American women than against women in the general population. Based on data from the year 2000, from the federal Office of Justice Statistics, 18 percent of all women are predicted to be raped during their lifetime. The figure for native women is almost double that, or one in three. And an estimated 70 percent of native women do not report sexual assaults, so the figure is undoubtedly much higher. In addition, 52 percent of all women experience physical assault, including domestic violence, at some point in their lives, but for native women that figure is 61 percent. Between the Lines' Melinda Tuhus spoke with Suzanne Koepplinger, executive director of the Minnesota Indian Women's Resource Center, based in Minneapolis. For almost a quarter of a century her organization has been providing a range of services to native women and their families. Koepplinger says nothing in the Amnesty report really surprised her. She discusses some of the differences and similarities in the experiences of native women who live on reservations and those that reside in cities. She also talks about what actions need to be taken to reduce violence against Native-American women.
