Interview with David Swanson,
By a 218 to 212 vote, House Democrats, under Speaker Nancy Pelosi, won a March 23 vote on legislation that authorizes $103 billion in supplemental spending for the wars in Iraq and Afghanistan. The bill included an additional $7.3 billion for training, equipment and providing care for wounded soldiers, and totaled $124 billion with billions of dollars worth of domestic programs designed to attract votes. Although the measure calls for most American troops to be withdrawn from Iraq by Sept. 1, 2008, anti-war congresspersons and many peace groups opposed the bill, as it allows President Bush to waive the restrictions. The Out of Iraq caucus in the House, which includes Reps. Maxine Waters (D-Calif.), Lynn Woolsey (D-Calif., and Barbara Lee (D-Calif.) had initially sponsored an amendment to limit all new spending to a fully-funded withdrawal from the war, but the House leadership prevented any vote on the measure. In the end, the caucus released their members to vote with the majority when they came under pressure from House Speaker Pelosi. Consideration of a supplemental spending bill now moves to the U.S. Senate where the inclusion of any restrictions faces an uphill battle. President Bush has pledged to veto any spending bill that limits his management of the war. The past week has seen a flurry of activity regarding Israel and Palestine. U.S. Secretary of State Condoleeza Rice has visited the region, and Hamas and Fatah have announced a unity government in the Palestinian territories as a first step toward the hoped-for recognition of their government by Israel, the U.S. and other countries. Western nations have withheld recognition from the Hamas government, elected more than a year ago, declaring it to be a terrorist organization. The withholding of recognition and aid has increased the suffering of the Palestinian people, especially in Gaza. But the U.S. and Israel say the unity government will not be recognized, because Hamas has not explicitly said it recognizes Israel's right to exist, has not denounced violence and has not agreed to abide by all prior agreements and treaties with Israel. Between The Lines' Melinda Tuhus spoke with Mazin Qumsiyeh, a Palestinian academic living in the U.S. and member of the steering committee of the U.S. Campaign to End the Occupation. Qumsiyeh describes his views on the unity government and explains why he believes a turning point may be coming in the conflict. A coalition of progressive organizations came together recently to announce a legislative agenda called the "Democracy Protection Act: 40 Ways Toward a More Perfect Union." The initiative -- put forward by the New Democracy Project, New York University's Brennan Center for Justice, Demos and The Nation magazine -- is a proactive response to what the groups sees as a threat to America posed by "new authoritarians who show enormous contempt for the value of democracy." Their agenda includes public funding for federal election campaigns, creating national voting standards, securing the flawed machinery of elections, making CEOs more accountable for excessive corporate compensation and restricting presidential signing statements. The coalition of groups view the election of a new Congress in 2006 as an opportunity to put forward an agenda that will both repair and strengthen the institutions of democracy so weakened, particularly over the past six years of the Bush presidency. Between The Lines' Scott Harris spoke with Mark Green, New York City's first public advocate and past candidate for mayor of New York City and attorney general of New York state. He currently serves as president of the New Democracy Project and is the newly named president of Air America Radio.
