Interview with Dr. Jeff Halper,
For nearly seven years, President Bush has placed the unresolved conflict between Israelis and Palestinians on the back burner. The president, occupied with post-9/11 wars in Iraq and Afghanistan, has publicly shunned the role taken on by his predecessor, Bill Clinton in using the influence of the U.S. in negotiations between the two Middle East adversaries, with the hope of brokering a lasting peace agreement. But now, with just over a year before he'll leave office, Bush has organized an international Middle East Peace Conference to be held in Annapolis, Md. starting Nov. 26. Secretary of State Condoleezza Rice stated that the meeting will be "the most serious effort to end this conflict in many, many years" and added that, it's time for the establishment of a Palestinian state. But the many obstacles standing in the way of successful peace talks include major disagreements on establishing new borders, locating a capital for a future Palestinian state, the rights of refugees and dismantling existing Israeli settlements in the West Bank. Another major impediment is the exclusion from negotiations of Hamas, the elected militant religious party that controls the Gaza Strip. Between The Lines' Scott Harris spoke with Dr. Jeff Halper, co-founder and coordinator of the Israeli Committee Against House Demolitions, a non-violent, direct-action group established to resist Israeli demolition of Palestinian houses in the occupied territories. Dr. Halper, currently in the U.S. on a speaking tour, explains why he believes the November peace talks in Maryland have little chance of success.
