In early August, just before leaving for their summer recess, both houses of the Democratic-controlled Congress passed energy bills. The two measures were less friendly to the oil and gas industries than the 2005 energy act, written largely by representatives of big energy companies and promoted by Vice President Dick Cheney. Both bills contain elements that will help move the U.S. away from dependence on foreign oil and begin to deal with global climate change. But the main positive element in each of the bills is not present in the other: the House version includes a Renewable Electricity Standard, or RES, that requires 15 percent of electricity use to come from efficiency or renewable sources by 2020. The Senate version includes a provision requiring cars, light trucks and SUVs to raise Corporate Average Fuel Economy standards, increasing fuel efficiency to 35 mpg by 2020. These differing versions of the legislation must be reconciled in a conference committee when Congress reconvenes after Labor Day. He discusses the differences in the two bills, and efforts to ensure the most progressive elements survive House-Senate negotiations and are signed into law by the president.
