Obama Plan to Reform Corporate Tax Code Fails to Shift Larger Tax Burden onto Big Business

A report issued in 2010 by President Barack Obama’s National Commission on Fiscal Responsibility and Reform recommended an overhaul of the nation’s complex and loophole-ridden tax code. Although the omission’s recommendations were not adopted by Congress, the president put forward one element of the plan on Feb. 22 that would reform corporate taxes. The president proposed cutting the top corporate taxes from 35 percent to 28 percent, with a 25 percent drop for U.S.-based manufacturers. Concurrently, the plan would also eliminate many loopholes that had allowed some of the nation’s largest corporations to pay little or no taxes at all. But the administration maintains that their proposal would remain revenue neutral, meaning that corporations under their plan would pay no more taxes in the future than they’re paying now.

The effective corporate tax rate in the U.S. are at the lowest level they’ve been in some 40 years. The Congressional Budget Office reported that taxes paid on corporate profits in 2011 averaged 12.1 percent, as compared to 25.6 percent, paid between 1987 and 2008. Another estimate found that corporate taxes as a percentage of federal government revenues fell from 32 percent in 1953 to just 10 percent today. As the birth of the Occupy Wall Street movement has provoked protest and debate about growing income inequality in the U.S., many economists and progressive activists have criticized the president’s plan for not increasing the tax burden on large corporations that are now holding an estimated $2 trillion in cash. Between the Lines’ Scott Harris spoke with Chris Rude, a political economist who has worked for both the Federal Reserve Bank of New York and on Wall Street. Rude, who currently is active with the Occupy Wall Street movement takes a critical look at President Obama’s corporate tax cut plan.
