Venezuelan president Hugo Chavez, bent on remaking his oil-rich country into a living model of what he calls "Socialism for the 21st Century," will place a package of 69 proposed changes to his nation's constitution in a Dec. 2nd referendum. While the Western press has devoted most of its coverage to controversial articles that would eliminate term limits for the presidency and give the executive branch increased power, other proposed reforms provide citizens with greater access to education and more local control over economic decisions in their neighborhoods. Still other articles offer citizens protection from discrimination based on sexual orientation or health conditions and a universal pension plan.

Student protests both for and against changes to the constitution has triggered tension and some violence in the streets of Venezuela in the lead up to the Dec. 2nd referendum. One of Chavez's longtime allies, former Minister of Defense Raul Baduel, has broken with the president and actively campaigned for a "No" vote on the reforms. Polls indicate that this vote is likely to be a close one for Chavez, who has decisively won 11 consecutive national elections and plebiscites over the last 8 years.

Between The Lines' Scott Harris spoke with Gregory Wilpert, a sociologist and journalist living in Caracas. Wilpert, who is the author of a new book titled, "Changing Venezuela by Taking Power," examines the larger context of the proposed constitutional reforms and Chavez's central role in moving Venezuela towards socialism.

Although it isn't over yet, 2007 has already become the deadliest year for American troops in the wars in both Iraq and Afghanistan. As the conflicts grind on, the U.S. military needs to find replacements for the almost 4,300 men and women in uniform who have died, and the tens of thousands more who been severely injured or finished their military hitches and chosen not to re-enlist. Without a draft, recruiters are looking for those replacements in high schools and wherever teens gather.

But there's a growing movement of young people and adults who are providing information to potential recruits that counters the military's propaganda.

Aimee Allison served in the Army during the Persian Gulf War and was honorably discharged as a conscientious objector. Now she travels the country as one half of a team giving workshops called "Army of None," where she shares counter-recruitment strategies with local organizers. As a result of her work Allison, along with David Solnit, wrote the book titled, "Army of None: Strategies to Counter Military Recruitment, End War and Build a Better World." Between The Lines' Melinda Tuhus spoke with Aimee Allison who explains how the military seeks to sign up young recruits, and successful strategies to counter the Pentagon's attempt to militarize our schools.

U.S. citizens have one of the highest voter abstention rates among nations around the world. Dissatisfaction about the choice of candidates, dirty tactics and lack of substance in campaigns are some of the complaints that play into many voters' decision not to participate in the political process.

With the advent of 24-hour a day cable news channels, many observers hoped for media coverage of U.S. politics focused more on substance than style. But sadly cable news has followed the lead of broadcast TV and big newspapers in devoting much of their coverage to horse race issues: endlessly repeating poll numbers and reporting which candidates are raking in the most money.

Years ago non-partisan groups like the League of Women Voters sponsored candidate debates, but now television networks are organizing their own candidate forums with the tone and format framed by ratings conscious business executives. In a recent CNN sponsored debate among Democratic presidential candidates in Las Vegas, a student who asked Hillary Clinton whether she preferred "diamonds or pearls," later stated that CNN had forced her to ask the inane question instead of a pre-approved question she had submitted about Nevada's Yucca Mountain nuclear waste repository. Between The Lines Scott Harris spoke with author and film maker Danny Schechter of Media Channel.org. who takes a critical look at what he views as the corporate media's flawed coverage of the 2008 U.S. Presidential election campaign.
