International Movement Opposes
During the past several years as the Bush administration rattled its sabers at Iran over accusations that the Islamic Republic was attempting to develop nuclear weapons, Washington has been working to deploy an anti-missile system in Eastern Europe. The White House claims that a U.S. radar installation and missile interceptors based in the Czech Republic and Poland respectively would protect most of Europe and the continental United States against a potential long-range missile attack from Iran.U.S. Deployment of Anti-Missile System in Poland and Czech Republic Interview with Joanne Landy, co-director of the Campaign for Peace and Democracy, conducted by Scott Harris Despite the recent release of a U.S. National Intelligence Estimate concluding that Iran had ended its covert nuclear weapons program in 2003, President Bush continues to warn against the dangers posed by Iran, and is not likely to scrap plans for the anti-missile system in Eastern Europe. The majority of citizens in both the Czech Republic and Poland oppose deployment of the U.S. missile system in their nations, and the issue has created rifts within NATO. Earlier this year, a top Russian general, distrustful of U.S. intentions, warned that the Czech Republic and Poland could be targeted by Russian missiles if they agree to base the missile systems on their territory. Between The Lines' Scott Harris spoke with Joanne Landy, co-director of the Campaign for Peace and Democracy. She discusses her group's efforts to support Eastern European peace groups opposed to the missile deployment and fears that the move by Washington could trigger a new cold war. Editor's Note: This interview was recorded before the passage of congressional energy legislation, signed into law by President Bush, and approval of an appropriations bill that provided $18.5 billion for loan guarantees to support development of new nuclear power plants. Nuclear Power Industry Lobbies Congress for New Reactors Interview with Jim Riccio, nuclear policy analyst with Greenpeace USA, conducted by Scott Harris The Energy Independence and Security Act mandates higher fuel economy standards for cars and light trucks and requires the annual production of 36 billion gallons of renewable fuels by 2022. But the legislation did not cut tax subsidies for oil companies, funds which were to be used to support research and development of alternative renewable energy sources such as wind, solar and geothermal. The House passage of an energy bill on Dec. 6 made a clean break with the previous GOP-controlled Congress, which had bent over backwards to protect multinational energy companies that have seen record-breaking profits in recent years. Prior legislation lavished huge tax breaks on Big Oil and did little or nothing to mandate an increase in vehicle fuel economy and the use of renewable energy sources. While negotiations proceed between the House and the U.S. Senate, where the Republican minority can launch a filibuster to derail legislation, the issue of taxpayer subsidies to build new nuclear power plants is still unresolved. The nuclear industry’s best friend on Capitol Hill, Sen. Pete Domenici, Republican of New Mexico, failed to in his effort to include billions of dollars in subsidies to build new nuclear power plants across the U.S. But undeterred, Domenici continues to work for the inclusion of $25 billion in loan guarantees for new nukes in the pending Fiscal Year 2008 appropriations bill. While nuclear power is now being touted by some as a green energy source that can be used to offset carbon emissions contributing to global climate change, many environmentalists challenge the notion that nukes are environmentally safe. According to the Rocky Mountain Institute, each dollar invested in electricity efficiency displaces nearly seven times more carbon than a dollar invested in nuclear power. Between The Lines' Scott Harris spoke with Jim Riccio, nuclear policy analyst with Greenpeace USA, who looks at the environmental and economic hazards of nuclear power and the well-financed campaign launched to revive the once moribund industry. Apollo Alliance Advocates Restructuring
As concerns about energy independence and global warming take center stage, many towns and cities are holding forums exploring how their community might become more sustainable. Such a forum was recently held in New Haven, Connecticut, featuring panelists including: city planners, smart growth advocates and urban foresters. The keynote speaker was Jerome Ringo, former chairman of the Wildlife Federation of America and current president of the Apollo Alliance, an organization bringing together labor unions and environmental groups.
